[OTS] CYWG_APP (S3) for Jamie Harding

It's time for Jamie Harding's S3 OTS, and we want all the traffic.
Come fly inside the Winnipeg Terminal airspace (that includes Winnipeg International, St. Andrews, Southport and more!) on the evening of November 17th (or the morning of the 18th, if you happen to be on the east side of the pond - just like Jamie) and help another one of Winnipeg's students earn that rating!
